Joe Hartman

Lt. Gen. Joe Hartman, U.S. Army (Ret.) is a career Military Intelligence and Cyber officer whose 37 years of Army service included six years in the 75th Ranger Regiment. During his time in the Regiment, he served as the S2 for 1st Battalion, 75th Ranger Regiment (1/75), the Regimental Intelligence Officer (RS2), and the J2 for a deployed Joint Task Force, with multiple combat deployments to Afghanistan and Iraq. Those assignments forged a lifelong commitment to the Regiment, the Special Operations Intelligence Community, and the service members alongside whom he served.

Hartman later commanded the Joint Special Operations Command's Joint Communications Intelligence Element (JCIE), now the Joint Cyber Operations Group (JCOG), integrating intelligence and cyber capabilities in support of special operations and national mission objectives. Additional senior leadership assignments included Deputy Commander of U.S. Cyber Command, Commander of the Cyber National Mission Force, and senior leadership positions within U.S. Army Cyber Command and the U.S. Army Intelligence and Security Command.

Hartman's career culminated as Acting Commander of U.S. Cyber Command and Acting Director of the National Security Agency, where he led a workforce of approximately 80,000 military and civilian personnel and worked alongside senior leaders across the Department of Defense, the Intelligence Community, allied nations, and industry to direct global cyber and intelligence operations and advance national security strategy.

Following his retirement from military service in 2026, Hartman transitioned to the private sector while continuing to support initiatives advancing cybersecurity, artificial intelligence, emerging technologies, and public-private collaboration in support of national security. He also serves in advisory roles supporting research, education, and innovation in cybersecurity and national security.

As a TF-7294 Ambassador, Hartman is committed to preserving the legacy of the Special Operations Intelligence Community, honoring those who have served and sacrificed, strengthening the bonds among its members and families, and mentoring the next generation of intelligence and national security professionals.
